The Ministry of Education makes a decision to launch compulsory Elementary and Secondary Education for 12 years.
Compulsory Elementary and Secondary education for 12 years is going to be launched in the first semester of the academic year in 2014. The Ministry of Education is launching compulsory Elementary and Secondary education for 12 years in 29 locations. The programme is on-going and will comprehensively improve the quality of education, and cultivate high quality talent in Taiwan. Now, the Ministry of Education has announced the method of secondary examinations. The Ministry of Education also announced the details of the 12 year compulsory education initiative, with progress being made in the implementation of the project. There are 8 large projects to undertake and the public are concerned about these, including 15 enrolment areas which need to be taken into account. The planning includes assessing balanced learning and performance from examinations. Also looking at the different subject examinations that students take in different areas as this also needs to be taken into consideration.
We cannot wait for the launch of the programme of compulsory elementary and secondary education for 12 years. The Ministry of Education declares its determination.
President Ying-Jeou Ma, Premier Joan Chen, and the Minister of Education Weining Jiang attended the Press Conference. President Ma delivered a speech outlining the launch of compulsory Elementary and Secondary education for 12 years in the 2011 academic. Each case is going to finish and we are ready to finish it. As for those people who think we do not have enough funds for this programme, we ask them not to worry, because the education budget has been raised from 21.5% up to 22.5%, covering the cost of the compulsory education initiative.
Everyone wants to know when compulsory elementary and secondary education for 12 years will be launched? Should we not still wait? The Minister of Education Weining Jiang said we have been planning this since 1983. We made a pilot scheme in 2008. In 2010, at the eighth Taiwanese education conference we made sure of the direction of plan. In 2011 at the New Year congratulatory speech, the president said that this plan is going to be launched in 2014. In the period of launching compulsory elementary and secondary education for 12 years, we have made a stable plan. Last year, the Ministry of Education finished the 29 cases of compulsory education in elementary and secondary schools. Executive Yuan passed this initiative from the results of the pilot scheme. Therefore, the programme is ready to launch.
Everyone should wait and not be impatient. Wei-Ning Jiang said when he was in 4th grade at elementary school. The government did not promote or support nine-year national compulsory education, so his parents began to save for tuition fees. Then, when he was in junior high school, the government promoted the nine-year national compulsory education. So he could go to senior high school. The government used an easy and fair test method for students to compete in entrance exams, because the figures for university admissions were 5% -6%. This led to students having to attend cram schools and causing fatigue, but today there are more than 160 universities in Taiwan. So change came about from the compulsory 9 year education programme.
Today the proportion of students entering schools is so high, but students below senior high school level are still suffering from the competition of cram schools. So they will not want to study when they are in university. It is pity that the students’ levels are lower in Taiwan than those in Europe and America. Wei-Ning Jiang visited America last year and he found that the number of young scholars from Taiwan who study in America was quite low. We must promote the twelve-year national compulsory education programme bringing about education reform, and let the children learn happily and freely.
